How do I compress a video with Telegram?
To reduce the size of a file with the Telegram application, you will have to simulate sending a file; in other words, act as if you wish to send a message. To do this, you can decide to create a specific channel for your compressions or do it in a thread with one of your contacts, or even in a group. But it is better to create a channel in which you will be alone because you need to simulate a send to be able to compress an item.

How to create a channel on Telegram?
To create a new channel on Telegram, simply select the “pencil or pen icon” at the bottom right of your screen in a blue circle. This is the item that usually allows you to start a new conversation by searching for a contact. But instead of selecting a contact, select “New Channel” instead. It’s that simple! We recommend that you choose Private Channel rather than Public Channel, so that it is limited.
Now that you have created your channel, open it. Select the camera icon as if you wished to attach media to the conversation; a mini gallery will appear, search and select the video you wish to downsize. In the page showing the video that appears, select the “with HD written on it” icon
On the new page, there is a horizontal bar with the words “Smaller Size and Higher Quality”; adjust this to the size of your new file. Then press the send button. The video will then be sent to the channel and you can then save your compressed file.
NB: At reduced size the file becomes poor quality for professional work, but if it is just for sharing with friends and family the reduced size is fine. For professional work, it is better to just reduce by half. It is also important to note that whether or not you are connected to the internet does not affect compression with Telegram.
